തോപ്പുംപടി: കൊച്ചി തുറമുഖത്ത്‌ മറൈന്‍വിഭാഗം ജീവനക്കാര്‍ നടത്തിവരുന്ന നിസ്സഹകരണ സമരം നാലാംദിവസമായ ബുധനാഴ്‌ചയും തുടര്‍ന്നു. ബുധനാഴ്‌ച രാവിലെ ട്രേഡ്‌ യൂണിയന്‍ നേതാക്കളുമായി പോര്‍ട്ട്‌ ട്രസ്റ്റ് ചെയര്‍മാന്‍ ചര്‍ച്ചകള്‍ നടത്തിയെങ്കിലും ഫലമുണ്ടായില്ല. തുടര്‍ന്ന്‌ വൈകിട്ട്‌ സെന്‍ട്രല്‍ അസി. ലേബര്‍ കമ്മീഷണറുടെ സാന്നിധ്യത്തില്‍ നടന്ന ചര്‍ച്ചകളില്‍, തുറമുഖ മാനേജ്‌മെന്റ്‌ അധികൃതര്‍ പങ്കെടുത്തതുമില്ല. ദേശീയ ട്രൈബ്യൂണലിന്റെ അവാര്‍ഡ്‌പ്രകാരം നടപ്പിലാക്കിയ ക്രമീകരണങ്ങള്‍ പിന്‍വലിക്കുവാന്‍ കഴിയില്ലെന്ന നിലപാടാണ്‌ ചര്‍ച്ചകളില്‍ മാനേജ്‌മെന്റ്‌ സ്വീകരിച്ചത്‌. ഇതേസമയം, ഒമ്പത്‌ കപ്പലുകുടെ പോക്കുവരവ്‌ ജോലികള്‍ തുറമുഖത്ത്‌ നടന്നു. കപ്പല്‍ പോക്കുവരവ്‌ ജോലികളെ സഹായിക്കുന്നതിന്‌ 24 അംഗ നാവികസേന ബുധനാഴ്‌ചയും രംഗത്തുണ്ടായിരുന്നു. കപ്പലുകളുടെ ബര്‍ത്ത്‌മാറ്റ ജോലികളും നടന്നു. അതേസമയം, നിസ്സഹകരണ സമരം മറ്റു മേഖലകളിലേക്ക്‌ വ്യാപിപ്പിച്ചിട്ടുമുണ്ട്‌. കണ്ടെയ്‌നര്‍ ടെര്‍മിനല്‍, വാര്‍ഫുകള്‍, കാര്‍ഗോ ഹാന്റ്‌ലിങ്‌ വിഭാഗം എന്നിവിടങ്ങളിലും നിസ്സഹകരണമുണ്ടായി. സമരത്തില്‍ പങ്കെടുത്ത തൊഴിലാളികള്‍ രാവിലെ തുറമുഖത്ത്‌ പ്രകടനം നടത്തി. കണ്ടെയ്‌നര്‍ ടെര്‍മിനലിനടുത്ത്‌ നടന്ന പ്രതിഷേധ യോഗത്തില്‍ മുഹമ്മദ്‌ യൂസഫ്‌, കെ.എന്‍. വാസുദേവന്‍, സി.ഡി. നന്ദകുമാര്‍, ബെന്നി, എം. ജമാല്‍കുഞ്ഞ്‌ എന്നിവര്‍ പ്രസംഗിച്ചു. മറ്റൊരു തുറമുഖത്തും നടപ്പാക്കാത്ത ട്രൈബ്യൂണല്‍ അവാര്‍ഡ്‌ കൊച്ചിയില്‍ മാത്രം നടപ്പാക്കുന്നത്‌ നീതീകരിക്കാനാവില്ലെന്ന്‌ യൂണിയന്‍ നേതാക്കള്‍ പറഞ്ഞു. വിശാഖപട്ടണത്തും പാരദ്വീപിലും അവാര്‍ഡ്‌ നടപ്പാക്കിയെന്ന വാദം തെറ്റാണെന്നും വിശാഖപട്ടണത്ത്‌ തൊഴിലാളികള്‍ സമരത്തിലാണെന്നും നേതാക്കള്‍ പറഞ്ഞു. പ്രകോപനമുണ്ടാക്കുന്ന നടപടികളാണ്‌ അധികൃതര്‍ സ്വീകരിക്കുന്നത്. രാജീവ്‌ഗാന്ധി കണ്ടെയ്‌നര്‍ ടെര്‍മിനലില്‍ പുറമെനിന്നുള്ളവരെക്കൊണ്ട്‌ ജോലിയെടുപ്പിക്കുന്നത്‌ അംഗീകരിക്കാനാവില്ലെന്നും നേതാക്കള്‍ പറഞ്ഞു. പട്ടാളത്തെയും പോലീസിനെയും അണിനിരത്തി പട്ടാളഭരണം നടത്താനാണ്‌ ചെയര്‍മാന്‍ ശ്രമിക്കുന്നതെന്നും തൊഴിലാളി അതിനെ പരാജയപ്പെടുത്തുമെന്നും തുറമുഖ സംരക്ഷണസമിതി പത്രക്കുറിപ്പില്‍ അറിയിച്ചു.

കൊച്ചി: കേരളത്തിലെ തൊഴിലാളി സംഘടനകള്‍ക്ക്‌ ഹൈക്കോടതിയുടെ രൂക്ഷ വിമര്‍ശനം. തൊഴിലാളി യൂണിയനുകള്‍ കേരളത്തിലെ വ്യാവസായിക അന്തരീക്ഷം പ്രക്ഷുബ്‌ധമാക്കുകയാണെന്ന്‌ ഹൈക്കോടതി ഡിവിഷന്‍ ബഞ്ച്‌ കുറ്റപ്പെടുത്തി. കൊച്ചി തുറമുഖത്തെ തൊഴില്‍സമരത്തിനെതിരെ തുറമുഖ ട്രസ്റ്റ് സമര്‍പ്പിച്ച ഹരജി പരിഗണിക്കുമ്പോഴായിരുന്നു തൊഴിലാളി യൂണിയനുകള്‍ക്കെതിരെയുള്ള ഹൈക്കോടതിയുടെ വിമര്‍ശനം. മറ്റൊരു സംസ്‌ഥാനത്തും ഇല്ലാത്ത പ്രശ്‌നമാണ്‌ യൂണിയനുകള്‍ കേരളത്തില്‍ ഉണ്ടാക്കുന്നത്‌. ഇവര്‍ക്ക്‌ തൊഴിലിനോട്‌ കൂറില്ല. അവകാശങ്ങളെ കുറിച്ച്‌ മാത്രമേ ബോധമുള്ളൂ. ഇത്‌ കേരളത്തിന്‌ ചേര്‍ന്ന തൊഴില്‍ സംസ്‌കാരമല്ല-കോടതി പറഞ്ഞു. കൊച്ചി തുറമുഖത്തിന്‌ പോലീസ്‌ സംരക്ഷണം നല്‍കണമെന്നും ടര്‍മിനലിന്റെ പ്രവര്‍ത്തനം ലഭ്യമായ ജീവനക്കാരെ വച്ച്‌ സുഗമമാക്കണമെന്നും ഹൈക്കോടതി ആവശ്യപ്പെട്ടു.

കൊതുകിനെ തുരത്താന്‍ മഴയെത്തും മുന്‍പേ
കൊച്ചിഎ.സി. ജിപ്സണ്‍കൊച്ചിയിലെ കൊതുകു ഭീഷണി തടയാന്‍ ആരോഗ്യ വകുപ്പ് മഴയെത്തും മുന്‍പേ’ എന്ന പേരില്‍ പദ്ധതി തയാറാക്കുന്നു. തദ്ദേശ ഭരണതലത്തില്‍ നട ത്താന്‍ ഉദ്ദേശിക്കുന്ന പദ്ധതിയുടെ ആദ്യഘട്ട നടപടി ക്രമങ്ങ ള്‍പൂര്‍ത്തിയായി. തെരഞ്ഞടുപ്പിനുശേഷം പദ്ധതി പൂര്‍ണരൂപ ത്തില്‍ നടപ്പാകും. മഴയെത്തും മുന്‍പേ പ്രോഗ്രാമിന്‍റെ ആദ്യ ഘട്ടം ഏപ്രില്‍ അവസാനം തീരും. മേയില്‍ രണ്ടാംഘട്ടം.കടുത്ത ചൂടിനിടെ പെയ്ത മഴ പകര്‍ച്ചവ്യാധി പരത്താ ന്‍ സാധ്യതയുള്ളതായി ആരോഗ്യവകുപ്പിന്‍റെ മുന്നറിയിപ്പുണ്ട്. കളമശേരിയിലും മറ്റും പകര്‍ച്ചവ്യാധി പടരുന്ന സാഹചര്യത്തിലാണിത്.മഴക്കാലത്തിനു മുന്‍പു കൊതുകു പെരുകാനുള്ള സാഹചര്യം പൂര്‍ണമായും ഇല്ലാതാക്കുകയാണു പരിപാടിയുടെ ലക്ഷ്യമെന്നു ജില്ലാ മെഡിക്കല്‍ ഓഫിസര്‍ ഡോ. കെ.റ്റി. രമണി മെട്രൊവാര്‍ത്തയോടു പറഞ്ഞു. പഞ്ചായത്ത് തലത്തിലും വാര്‍ഡ് തല ത്തിലും ഇതിന്‍റെ യോഗങ്ങ ള്‍ കഴിഞ്ഞു. ആരോഗ്യ വകുപ്പ് ഉദ്യോഗസ്ഥര്‍ക്ക് എല്ലാ നിര്‍ദേശങ്ങ ളും നല്‍കിയിട്ടുണ്ട്. കൊതുകു നിവാരണ ജോലികള്‍ക്കൊപ്പം സാന്ദ്രതയെക്കുറിച്ചു പഠനവും നട ത്തും. നഗരത്തില്‍ ആരോഗ്യ വകുപ്പിനു കൊതുകു സാന്ദ്രതയെടുക്കാന്‍ ഉദ്യോഗസ്ഥരില്ല. ഇതു മറികടക്കാന്‍ കോര്‍പ്പറേഷന്‍ ആരോഗ്യ വിഭാഗം ജീവനക്കാര്‍ക്കു പ്രത്യേക പരിശീലനം നല്‍കിയിട്ടുണ്ട്. ഇവര്‍ കൊതുകു പ്രജന നം സംബന്ധിച്ച കണക്കുകള്‍ ജില്ലാ മെഡിക്കല്‍ ഓഫിസില്‍ എത്തിക്കും. കോര്‍പ്പറേഷന്‍റെ കൊതുകു നിവാരണ ജോലികള്‍ ഊര്‍ജിതമാക്കാനും നിര്‍ദേശം നല്‍കിയിട്ടുണ്ട്. ക്യാംപെയ്നിന്‍റെ ഭാഗമായി മഴക്കാലത്ത് സ്വീകരിക്കേണ്ട ആരോഗ്യരീതികളെക്കുറിച്ചു ബോധവത്കരണ ക്ലാസുകളും സംഘടിപ്പിക്കും നഗരത്തിലെ കൊതുകു സാന്ദ്രതയുടെ അടിസ്ഥാനത്തില്‍ ഇവിടെ ഡെങ്കി, ചിക്കുന്‍ ഗുനിയ രോഗങ്ങള്‍ പകരാന്‍ ഏറെ സാധ്യതയുണ്ട്. ഇതിന്‍റെ അടിസ്ഥാനത്തിലാണു മുന്‍കരുതലെന്ന നിലയില്‍ ആരോഗ്യ വകുപ്പ് നടപടി സ്വീകരിക്കുന്നത്. പദ്ധതിക്ക് എന്‍എസ്ജിപി ഉദ്യോഗസ്ഥരുടെ സേവനവും ലഭിക്കുമെന്നു ഡിഎംഒ പറഞ്ഞു. പകര്‍ച്ച വ്യാധികള്‍ പടരുന്നതിനാല്‍ നഗരത്തിന്‍റെ പല ഭാഗത്തും ജാഗ്രതാ നിര്‍ദേശം നല്‍കിയിട്ടുണ്ട്. മഴവെള്ളം കെട്ടിക്കിടക്കാനുള്ള സാഹചര്യങ്ങള്‍ ഒഴിവാക്കണമെന്നും മാലിന്യം കൂടിക്കിടക്കാന്‍ അനുവദിക്കരുതെന്നും ആരോഗ്യ വകുപ്പിന്‍റെ നിര്‍ദേശത്തില്‍ പറയുന്നു.

Cargo traffic hit by slowdown, grows just over 2%
Cargo traffic growth at the country’s top 12 state-owned ports nosedived in the last fiscal, registering just 2.13 per cent increase, with the global economic meltdown casting its shadow on maritime trade
The 12 ports, including Kolkata (with Haldia), Paradip, Visakhapatanam, Ennore, Chennai, Tuticorin, Cochin, New Mangalore, Mormugao, Mumbai, Jawaharlal Nehru Port Trust and Kandla, handled 530.35 million tonnes (MT) of cargo in 2008-09, an official in the Ministry of Shipping said.
In the previous fiscal, it was 519.15 MT. “The global economic slowdown had cast its shadow over our ports and had a direct impact on container traffic,” the official said.
In fiscal 2007-08, cargo traffic growth was at 11.94 per cent at 519.15 MT over 463.78 MT in 2006-07.
“The growth rate in earlier years had been impressive and in fact the trend was maintained in the first half of the fiscal. But being a part of the global chain we cannot escape from the slowdown impact,” the official added.
From 344.79 MT handled in 2003-04, the cargo volumes grew 50.58 per cent in 2007-08 at 519.15 MT.
The official said in terms of tonnage container traffic was one of the worst-hit by the economic slowdown growing by just 0.9 per cent.
Mumbai and Kolkata including Haldia were worst-hit during the fiscal recording a steep decline of 9.05 per cent and 5.72 per cent in traffic handling compared to the previous fiscal.
Cochin saw a decline of 3.68 per cent whereas two other ports Visakahpatnam and Ennore saw traffic dwindling by 1.07 per cent and 0.54 per cent.
Major ports’ capacity too remained affected and could increase marginally to 555.67 MT in financial year 2008-09, amid shrinking maritime trade in the wake of the global economic slowdown.
The government could add only a total of 25 MT to the existing capacities of 12 major ports during the last fiscal. The overall capacity of the major ports was recorded at 532 MT as on March 31, 2008.
The ports also failed to achieve the target fixed for 2008-09, as per the National Maritime Development Programme (NMDP). The NMDP had fixed a target of capacity increase to 573.5 MT for fiscal year 2009. Going by that account the achievement on capacity increase front fell short by nearly 19 MT.

The Kerala Tourism Development Corporation (KTDC) Chairman, Cheriyan Philip, announced the marina, situated between Marine Drive and Bolgatty Island, will have facilities for 50 yachts, a Marina House with all modern facilities, a Marina Museum and recreation and convention centres. A golf course would eventually be developed adjoining it. The total cost is Rs 8 crore (Rupees 80 million or AUD$2 million). Around Rs 4 million is from central assistance and the remaining is from the state government and loans. The first phase will be completed this year and the second phase within two years. 'So far, for many years, India has missed the boat, so to speak,' Howard Moon, an Australian yacht owner, was quoted as saying. 'Many yachts go to Sri Lanka because there is a small marina there. Application for GAD approval for ROB's at these railway crossing are pending with railways. The Kerala Industrial and Technical Consultancy Organization (KITCO) has drawn up a plan for a roundabout. Corporation’s investment for the waste treatment plant is around Rs. 150 croreDiscussions are on with public sector fertilizer companies to operate the plantKOCHI: An expression of interest (EoI) for running the solid waste treatment plant at Brahmapuram has been floated by the Kochi Corporation.The move of the Kochi Corporation gains significance in the wake of its standoff with the Andhra Pradesh Technology Development Corporation (APTDC) regarding the completion of the final phase of the project.The contract between the two agencies for setting up the plant and running it for one year will end on Thursday.Council directiveThe corporation council meeting held last week had directed the civic administration to go ahead with its move to tender the rights for running the project for two years.The floating of EoI is part of the procedure, according to officials.Though no agency is coming forward for running the plant, it will not affect the plant as the health wing of the Kochi Corporation is fully equipped for managing it.The engineering and health departments of the corporation are all geared for running the plant, said Corporation Secretary Mini Antony.Easy taskUnlike running the plastic re-cycling and refuse derived fuel units, which require technical expertise, the management of biodegradable waste at the plant is an easy task for the health wing, which had been undertaking the work at different levels in the city, she said.Meanwhile, the civic authorities have initiated discussions with public sector fertilizer companies for running the plant.It is mandatory for the fertilizer companies to produce organic manure along with chemical fertilizers.Agencies like FACT can consider the option of running the solid waste treatment plant that produces organic manure and fulfil their obligation, said the civic authorities.Plant ownershipAs the plant was set up using the funds of the Jawaharlal Nehru National Urban Renewal Mission, the ownership of the plant will not be transferred to any agency.But companies can take up the running of the plant and produce organic manure.The investment of the corporation for the plant, including the value of the land, would come to around Rs.150 crore, Ms. Antony said.The plant was set up by HYQUIP Technologies for APTDC, which won the contract for establishing and running the plant. Settlement of billsThe corporation authorities had been maintaining that the final bills regarding the establishment of the plant would be settled after obtaining an evaluation report from FACT Engineering and Design Organisation, its consultant.They also accused HYQUIP Technologies of failing to complete some of the works associated with the plant, including a sanitary landfill site and an onsite laboratory.On its part, the HYQUIP Technologies had been complaining that bills for huge amounts were pending.
